Secondary data were collected by web-based inquiry, by sorting articles whose topics were relevant to answer the research problems. All data were qualitatively analyzed using content analysis technique. The main finding shows Personalized Learning in a Communication Teaching Language (CLT) way integrated with  the use of Web 2.0. technology based on Heutagogy approach is to be the appropriate learning framework for the lecturers.
