The Future of Education

The future development of the Armed and Police Forces will take place in an environment of increasing needs and resource shortages. The security environment could be characterized as dynamic and rapidly changing, with multiple and diverse threats that will need to be addressed with adequate capabilities. The future seems to be characterized by increased insecurity, growing instability and uncertainty, based on political, economic, social and cultural crisis in society. On the other hand, defense and security needs and costs will increase, which imposes new demands on the sector's employees. This requires staff with interdisciplinary knowledge and skills, and it is the reason why education of security and defense professionals is no longer solely done within the army and police educational institutions, but increasingly becomes a subject of great interest to the civic education institutions. These civic institutions can provide education in different areas of expertise aside from the strictly military or police subjects. The new threats arising from the security environment like economic warfare, cyber warfare, unconventional threats, etc. require a different set of knowledge to cope with. In addition, the society requires the defence and security sector to be managed more and more transparently, with cost effectiveness and with greater accountability. These fields of knowledge require education in economy, management, information technologies, engineering, politics, etc. which are prerogative to the civic education.
