Ventzislav Velev

Prof. Ventzislav Velev is a scholar and university lecturer specializing in modern and contemporary Bulgarian history, cultural heritage preservation, archival studies, and cultural policy. He holds a PhD in History. He is a Professor at the University of Library Studies and Information Technologies (ULSIT) in Sofia, Bulgaria, where he teaches and leads programmes related to cultural heritage studies, archival and documentary heritage, and digital heritage environments.
His research interests focus on institutional models for heritage preservation, competence formation in academic environments, documentary heritage, cultural identity processes, and the role of education in building expert capacity for cultural governance. His work also explores the intersection between regulatory frameworks, institutional practice, and digital transformation in heritage systems.
Prof. Velev is the author of monographs, edited volumes, research studies, and numerous academic publications in Bulgarian and international scholarly journals. He has participated in and coordinated national and international research projects dedicated to cultural heritage, diaspora studies, cultural memory, and models of academic cooperation.
He has held expert and managerial positions at the Ministry of Culture of the Republic of Bulgaria, including director-level responsibilities in the fields of intangible cultural heritage, regional cultural policy, and international cooperation within UNESCO frameworks. He has also served as Chair of the National Council of the UNESCO “Memory of the World” Programme in Bulgaria.
His current academic activity includes participation in the research projects “New Scientific Paradigm: Model for Academic Cooperation in the Field of Science, Strategic Planning and Innovation for Cultural Identity Preservation and Capacity Building” and “Bulgarian Communities Abroad after 1989”, funded by the Bulgarian National Science Fund. He also participates in additional international projects under the Erasmus Programme.
He serves as Deputy Director and Scientific Secretary of several research institutes.
