The Role and Application of ICT in Improving Language Learning in an Atmosphere of Insecurity: North-East of Nigeria in Perspective

Abstract
Information and Communication Technology (ICT) is a key tool for the improvement of the human existence. The teaching and learning process has been made easy by the Information and Communication Technology and the students of foreign languages can now explore fully the possibilities of autonomous learning through the Internet. Language learning process as a segment of the educational sector has a lot to benefit from the new frontiers and avenues created and opened by the ICT. Such frontiers and avenues like websites packages, e-mails and video conferences have permitted cultural exchanges, easy flow and unhindered access to information. However, the application of ICT is indeed subject to a learning environment devoid of all manner of violence or other manifestation of insecurity. In effect the North-Eastern part of Nigeria is infested with gross insecurity issues notably Boko Haram insurgency, which often puts the educators as well as the educated on the run in the affected zones, leaving the classrooms empty. This paper proposes ICT as a way of improving the language learning process amidst severe insecurity issues observable in the North-Eastern Nigeria.
