The background for this study was the problem with low international English for Academic Purposes (EAP) test scores due to the barriers upon learning process, restricting technology lecturers from an IT institute in a remote area of Indonesia to continue their study for professional development and enhancing teaching quality for their students. This study aims to explore a learning framework for those lecturers as Foreign Language (EFL) learners to be able to reach a minimum score equivalent to level B2 according to Standard Common European Framework of Reference (CEFR) on their one of EAP tests. The subjects of the research were 48 active lecturers at an IT university in a remote area purposely selected as the respondents and articles on methods, models and approaches on EAP learning and teaching. The research method was qualitative with primary and secondary data collected for 6 months. Primary data were collected from respondents through semi structured interview and open questionnaire. Secondary data were collected by web-based inquiry, by sorting articles whose topics were relevant to answer the research problems. All data were qualitatively analyzed using content analysis technique. The main finding shows Personalized Learning in a Communication Teaching Language (CLT) way integrated with the use of Web 2.0. technology based on Heutagogy approach is to be the appropriate learning framework for the lecturers. The study contributes to the production of an effective learning framework potentially helping EFL learners constrained with barriers like time limitation and high work load to increase their EAP test score at least for level CEFR B2.
