The Future of Vocational Education for Korea and Eastern European Countries as ASEM (Asia-Europe Meeting) Members

Abstract

In the era of Industry 4.0, there are predictions that the development of science and technology will lead to more opportunities or losses in jobs. There is a growing voice to strengthen vocational education as an alternative and solution to the highly educated youth unemployment. This trend is reflected in the main agenda of the 2017 Seoul Education Ministerial Meeting of ASEM (Asia-Europe Meeting). The need for exchanges and cooperation in the vocational education with ASEM member countries, especially the Eastern countries, has been raised and concrete cooperation measures are being requested. Using various literature review, we classify the study countries into four broad categories to promote a cooperation with Korea in the field of vocational education.  In particular, we seek the future of vocational training programs which increase more cooperation between Korea and Eastern European countries. How to provide training based on new technologies and pedagogy in the Industry 4.0 is our main research question. Possible recommendations are  1) to encouragte collaborative research cooperation between our university and research institutes such as research related to vocational education between universities in Korea and Eastern European countries; 2) to hold regular conferences on vocational education between universities in these countries and Korean universities and will identify possible areas; 3) to use ASEM-DUO Scholarships because it allows students from Europe and Asian countries to interact and study together in Korea and Eastern European countries and 4) to implement German dual training programs together using Korean companies. In conclusion, the future of vocatioanl education for Korea and Eastern Europoean countries should encourate more youth participation in socities and make a contribution to countries's education and economy.
