Abstract
There is a close relationship between the dynamics of planning and the articulation with educational public policies. In the Colombian context, there is a great need to generate links between the management plans generated by the different administrations and the management plans of public institutions. These school institutions are crossed by different types of conflicts that affect the school climate. In this sense, the possibilities of coherence and continuity of public policies affect the curricular dimensions and the internal processes that try to reconcile the interests of the macro system with the phenomena that affect public educational institutions in different contexts. This project, based on the case study of planning experiences of different institutions, seeks to characterize the way in which operational or management plans manage to develop public policy guidelines in a comprehensive manner and their impact on the education of students.
