Italian L2 as a Means of Integration for Adult Immigrants

Abstract

This communication is part of a research aimed at identifying the causes of non-integration of foreign immigrants in the hosting society. This study is a contribution in the promotion of their socio-cultural and economic-employment insertion. In this context, knowledge of the language of the host country is very important.
The growing percentage of foreign immigrants in Italy has brought considerable changes in the society, leading to the need to activate an appropriate language teaching about learning times and teaching methods, giving the school a primary role for their integration.
The specificity of migratory contexts is the presence of socially fragile subjects, including adult illiterate people, who can not read and write in their native language, or with low schooling, for whom second language teaching must be flanked by a literacy path. In order to implement this program the Law n. 107/2015 has been  provided for the teaching of Italian L2, deliberating with art. 1 paragraph 7 letter R which is also implemented through the Centers for Adult Education  (C.P.I.A), regulated by Law n. 296/2016.
Although the regulatory framework has identified the C.P.I.A. as a key element aimed at contributing to the implementation of the integration, this objective, which requires the increase of personnel and economic resources, at the moment has not been fully realized also due to the cutting of funds to public schools.
Moreover, from the social point of view, the art. 38 of the Consolidated Law on Immigration goes against the provisions of art. 34 of the Republican Constitution, which states that "the school is open to all", recognizing the universal principle of this right, contrasting with all forms of discrimination.
It is clear that precluding the education to the  non-EU immigrant citizens, irregularly present in the territory, violates the constitutional law and prevents them from acquiring an effective tool for integration, which is the knowledge of the Italian language. To promote this we need adequate financial resources, but also to modify the art. 38, in order to guarantee to all citizens the right for education, regardless of their legal status.
