Language, Culture and Disability: Confronting Inequities for Multilingual Learners

Abstract

Multilingual Learners with Emotional and Behavioral Disorders (MLEBD) face unique and significant barriers within educational systems, often stemming from the intersection of language, culture, and disability. Research indicates systemic biases contribute to the overrepresentation of these students in exclusionary discipline, misidentification for special education services, and marginalization through cultural and linguistic policing. These inequities hinder students' academic and social success. This presentation highlights the critical need for inclusive educational practices tailored to MLEBDs. It underscores the importance of culturally responsive pedagogy, evidence-based interventions, and collaborative policy reforms to address these disparities effectively. The session will provide a framework for understanding how systemic inequities develop and persist, using three thematic sections: Difference Becomes Disability, Disability Becomes Crime, and Inclusion as a Solution. By offering actionable strategies and advocating for systemic change, this presentation fills a vital need for EL educators striving to support MLEBDs. Attendees will gain insight into how to create supportive learning environments that honor students' linguistic and cultural identities while addressing their emotional and behavioral needs. This work is essential for fostering equitable educational opportunities and empowering all students to thrive.
