Information architecture strategy that considers web users value factors to build B-Learning courses in public universities

Abstract
Communication and Information Technologies (ICT) can contribute to universal access to education, to education’s equity, to improve quality in the learning-teaching exercise, to professor’s professional development, as well as to more efficient educative systems administration and management [1]. However, even when ICT has shown that are a social phenomenon of great transcendence, which has transformed million lives, it has also been recognized that its impact in education area is far away from its potentiality [2]. Universities have learned that ICT are just a tool and not a full solution to support digital learning. In the same way, they have understood that development of virtual courses considering only user interface design does not assure a valuable learning experience to students [3]. This research establishes an information architecture strategy (IAS) that considers web users value factors to build B-Learning courses in public universities. The proposed strategy will be a high level conceptual framework for structuring and organizing a website of this nature.
